The World Rugby adopted the expansion of the World Cup to 24 teams, the resolution was reached after the crucial meeting on Tuesday morning.
After endless meetings in recent days and while a wind of rebellion was blowing among the small Federations, the Nations Cup project was adopted by the World Rugby Council with 41 votes to 10 (39 were needed to validate this reform).
The negotiations which continued until Monday evening allowed countries reluctant to this reform to obtain the guarantee of a promotion-relegation system between the Nations Cup and the Challengers Series, a second division which will bring together 12 teams.
The Nations Cup will therefore take place every two years from 2026 between the six countries of the Tournament.
